I'm more of the opinion that Garleans are another subset/tribe of Hyur

We will never be "Garleans" unless a very very unprobable turning point occurs. Also, garleans are not a "race" (tho they really protect their bloodlines) but is still more of a social status than a race per se.

They very are much a distinct race, the native garleans that is. They have a third eye on their foreheads. It's usually covered up though so you almost never see it. At the very least they are a distinct race of hyur (e.g highlander).

That would explain their obsession with Allaghan artifacts then. I think that would be a neat idea, that the eye is a curse and through their conquests the Garleans are hoping to find an item of allaghan origin that would break the curse.

They can't use magic they can't channel athear. So yes they are a separate race.
