Aside from those two however there arent any examples of non beastmen summoning primals. If we can stop the Ascians for good then it would be logical to work out a deal with the Garleans. The beastmen still retain knowledge on how to summon primals but nobody else does aside from the Ascians.

They don't necessarily need Ascian knowledge. Just prayer and a lot of crystals. You have Good King Moggle Mog the XII, and King Thordan being the two top examples. Enkidu was summoned by Greg without any ascian knowledge, as well as Alexander, and I'm pretty damn sure that Shiva has no relation to it either. The two don't nessesacrly go hand in hand with each other, but an Asican nudge can definitely make it more potent and detrimental.Aside from those two however there arent any examples of non beastmen summoning primals. The reason a compromise won't be reached with the Garlean Empire is because they will not submit to terms. It's their way or die.
You don't get to ally with them, you get to be under their rule or you are their enemy.
So until they change their beliefs (We must rule you completely to trust you and even then...did you read how they treat the citizens of the empire that were 'acquired'?! They don't even get basic rights.) then I can't see them becoming friends with the other nations.
What I foresee - is allying with people who flee the empire and escape to Eorzea... such as some people to teach us the Gunblade class *Eyebrow wiggle*
I really hope that we do get to ally with Garlemald in the future. Much like in FFXII when the heroes reached Archades and found that it wasn't nearly as horrific or totalitarian as the players were led to believe.
We've only seen one side of Garlemald - and it'd be a real shame to see such an intriguing part of the setting reduced to a generic evil empire. We need more figures like Gabranth and Drace from FFXII who...actually remain loyal to their homeland (unlike Cid and Lucia) whilst still being likeable and relatable.
Besides, if it wasn't for the Garleans having conquered Ala Mhigo then Eorzea would still be at war with itself. Something to bear in mind.
Among many crimes the Garleans also kidnaps children and brainwash them as shown in 1.0.
Wrong the 7th legion brainwashed their soldiers by having them kill their friends and family. And this whole legion was made up of mostly Al mahigan youths. And this wasn't just to fill the ranks it was one of their ways of subjugating the whole nation.
