beside the fact other city-states wouldn't condone nor put up with that crap, plus there is also the scions (when they where in action),and of course the WoL.

unlike evil empire mcevil, all the city-states do a have some form of geneva convention type guideline. yes in times of war, governments could do heinous stuff, but normally if they do they are called out on it and those responsible for said crimes are often trial and excuted for their crimes. and please OP, stop trying to move away from the fact the the garlemeld military is straight up evil, like allagan evil and you simply want to join the bad guys "cuz their cool". just (wo)man up to it.

Where is there any evidence of this? Is there any examples of us taking garlean soldiers prisoners in addition to showing how we treat them? The only thing that even comes somewhat close that I can think of is that spy we route out inbetween 2.0 and 3.0 somewhere that was infiltrating the immortal flames. It never follows up on that and shows us what happens to her. Even then she is just a sell out and not a garlean.

There's a former Garlean solider that we help and is hiding out on East LN. No one bothers him except for the few garleans that found him and some gang he owed money to. In fact, he seems to be on friendly terms with one of the Company of Heroes (the blind Lalafell) enough to give him some SUPER rare wine. There's also Lucia (spoilers, lol) that's pretty much second in command of Ishgard's GC. She's even a pure blood Garlean and Livia's sister. Not to mention that literally no oen has problems with Cid. So.......wat?

The city state clearly have a somewhat peaceful pact with each other as proven by the Ala Mhigans. I'll again mention their war and attack on Gridania and how they aren't being executed or massacred after losing. Not only that, but the city states even offer (though extremely limited) refuge to them after the Empire took over.
