Just because an ability isn't part of your rotation doesn't mean it's useless. Haymaker, Featherfoot, and Shadowbind have their uses while soloing. Shadowbind I've also used in dungeons on unexpected adds while leveling. It's your only CC, it's not useless.

One Ilm Punch I'll give you... that one almost literally does nothing. Furthermore it's hard to use with the stance requirement. So even if you HAD a use for it, you couldn't use it conveniently.

Other useless abilities though? Hmm... Maybe Stella, in PvE it's pretty much useless. Even if you're taking punches to the face, you're a healer... fix it. It has a potential use as a ranged snare on certain boss fights, but the cast time makes it strictly inferior to Lethargy. Maybe in some wacky combination with Lightspeed... I doubt it.

Hyoton is pretty bad, though I've used it in A3 to snare a speedy Piston Lubricant I couldn't quite reach in time. Keen Flurry is about as useful as Featherfoot (little less maybe).

There are a few cross class abilities that make you scratch your head in confusion...
Savage Blade.. Mantra.. Hawk's Eye for BLM and SMN.. Skull Sunder.. Cure/Physic after about level 30 or so.. Impulse Drive..
