High Level Duty Roulette

I have been trying to unlock High Level Duty Roulette for a while now and finally found which dungeons it thought i was missing. Hullbreaker Island and Stone Vigil (Hard). I have unlocked both of these and completed their quests, yet it still won't unlock roulette.

I don't know if you have already done so but a double check against this list can't hurt. It's very easy to miss something when the game isn't explicit enough; like HM versions are required as well as NM.

You are missing Amdapor Keep (Hard) and The Wanderer's Palace (Hard)

No i am missing stone vigil hard mode and hullbreaker island. i have double and triple checked. I have had my partner double and triple check. I can run them out of duty finder but not through roulette which is not unlocked because it thinks i'm missing these.

also i'm not up to extreme duty finder which requires the hard amdapor and wanderer's

Nope! Amdapor keep (Hard) and The Wanderer's Palace (hard) was added to the High-level roulette with the launch of Heavensward. the Extreme roulette is for level 60 dungeons now.

I think you're reading the wrong information. Extreme Duties are Neverreap & Fractal, it was a long time ago that AK HM & WP HM were the Extremes. I can't run High Level at the moment because I need to complete those two from 2.5.
