Why keep DF off of new content?

If they planned on locking upgrades behind full party walls they should have locked the eso gear behind the same walls to. What's the point in having upgradeable gear with no chance to get it upgraded. Yah the raiders will say so we can get it. Well you can get it in the raid tbh that's how it should have been done.
