The accepted strat for T9 in particular has someone actually stop their rotation to set up marks mid-fight. That's definitely not a means of communication.

I got all my first clears for those through DF.
hey, I got more practice for those in DF than PF.
in my data center the OT usually does marks, so DPS can keep DPSing, and the loss of OT DPS is more acceptable than the loss of DPS' DPS.
EX primals are easy.
During pony farm before HW, the only pony I got from PF is boreas.

It's just a cultural difference. NA players tend to view the DF as something to go into to get their feet wet. They don't care about the other seven people in the party because odds are they don't know them and they very well may never see them again. JP players tend to do their exploring and learning in PF and bring their A game to DF so they don't inconvenience the other seven people by not knowing what's going on.
I have to say I'd prefer the JP view, honestly. I don't queue for DF on stuff I don't know.
