Why keep DF off of new content?

EX primals are being added to the DF in 3.1. I don't know if they should ever add Alex Savage to it.

I wish they would add solo queue savage alex in DF.
There are less and less people that wants to do A1S practice in PF now.
DF would remove that problem.
