Once the latency between client and server is eliminated, you won't miss queueing so much.

I absolutely agree with this. It does feel quite odd right now between the latency and having to wait for the action to go through before initiating another one. I do miss queuing actions a bit though, but it is hardly a gamebreaker for me, and will just take a bit of time to adjust.
I play on a keyboard (only use the mouse rarely) and still miss this feature, I can imagine controller users do miss it even more.queuing actions is very useful for gamepad users. It has no impact on the ones using a keyboard and mouse as they can select wtv they want quickly but with a gamepad it is a pain without it.

Latency will never be completely eliminated for everyone. On behalf of my Australian friends in the MMO community bring back queues!
I don't know if it's the Que, the Lag or if the Action Bar is just broken but for Raging Strike I should not be getting "You cannot use that ability at this time" 5 times in a row even though the Cooldown is ready and there is no prerequisite condition needed.
Sometimes all my abilities go off with no problem and other times I get repeated "You cannot use this ability..." which leads me to think it is a coding problem in the Cooldown Timers and "Ready Status" of the abilities...probably made worse by inconsistent Lag.
I don't really care what is causing this though...just please fix it.
