Eh, not really. Ravana's Scorpion and Beetle Stance clearly affect Limit Break damage. So do other examples, like the Golem boss in Sunken Temple of Qarn while its Soulstone is still active.

Only problem is that some Vulnerability Downs/Ups are more equal than others. For example, Trick Attack apparently doesn't affect it.

So to answer your question... Yes, it does.
