    There is also a bug that is effecting the recast timers, making them appear ready when they aren't, try logging out and back in and see if it fixes it.

    I strongly believe that also but i have logged off and back on and its still the same

    I'm having the same issue as OP, and I believe it's a bug like you said. It's really irritating, and I hope SE fixes it soon. :c
