Why is there still a huge delay on my abilities even after the CD timer is done? I still gotta wait like 2-3 seconds it seems to use it!

Multi shot -> CD timer over -> Multi shot can not be used right now (uh... why?)


same goes with all my other abilities... I was told of a world timer? what is that?

This is pissing me off.. but I am gonna have to deal with it... I just want a clear cut explaination from someone who understands why it does that.
