Tanner level 36 quest "Head of the Class" cannot continue due to dialog freeze

After completing the first few steps of the quest, NPC Maddeline requests Toadskin Jackets to be made. Upon completion of the Jackets, speaking to her freezes the dialog and I'm unable to do anything. I have to force quit the game log back in to be able to do anything in game.

Steps taken:

1. Logged out and logged back in and talked to the NPC.
2. Changed class and then talked to the NPC.

None of the steps above were successful to progress the quest.

*Side note: The ingredients listed (1x Steel Riverts, 2x Toad Leather, and 1x Steel Ingot) to make the Toadskin Jackets is incorrect in the Journal. The notes in Changes Planned for Patch 1.19 lists the correct recipe.
