Change Player Commendations

The etiquette I was told early on is that healer tips tank, tank tips healer, and DPS tip each other. That way everybody gets a commendation. I only make an exception if someone did a particular heroic save of a failed fight - or if someone is doing a terrible job and we probably ought to have kicked them.

Now that you mention it, thats pretty much what I've been going with.
