I suffer heavily from this. Sometimes I want to commend that wonderful DPS who dodged things, made use of his utilities and didnt get aggro for nothing, but I can't because the tank was great too and I think his job is harder.
Commends would be cheapened a bit if you were able to give them to everyone. While I know that they're nothing like a trophy, it's the same as giving every single person who participated in something a trophy. In other words, it loses its meaning if EVERYONE gets them. They don't define you as a player, but it still feels nice to get one or two or 3 (or more for 8 person content). It wouldn't feel as nice if you EXPECTED at least one.
The whole "healer/tank" thing is wrong too. I get PLENTY of commendations as DPS. I got my first 500 as DPS for the golden magitek mount before I started leveling other jobs. Can it feel crummy when you feel like you did a good job and the other DPS might as well have been autoattacking the whole time? Or when after a boss fight, the tank says "great DPS" and you side-eye the NIN who died 3 times while thinking "yeah, I wonder where that came from" and get nothing at the end? Well yeah, but you gotta remember that absolutely nothing is expected from people. Don't let that sour your day and just go on your way.
I actually think this is a pretty positive change to the current dynamic of Commendations, and would encourage people to commendate more often / more people. I know there's been times that my friends nad I have to split our commendations up because we loved -both- our players and wanted them both to get something for the end of the dungoun.I always found it odd that at the end of any given roulette or trip through the duty finder I was only given the option to give a single commendation. Players tend to give them to either the healer or tank partly because of this limit.
What I would suggest would be to allow everyone the chance to commend as many players as they want to, and for a small bonus to be applied as reward based on how many were received. The reason for this would be to recognize the effort of everyone in the party and to encourage civil behavior.

As someone who mains a tank, I get equal commendations on dps and healer classes as well.
Yes, I will admit that if it's one of those static nobody says anything, in-and-out kinda parties, I usually see myself gaining those 'defaulted' commendations.
However, a {Hello!} can go a long way. As long as I don't royally mess up a mechanic somewhere, I tend to garner commendations regardless of my class.
However, in regards to the idea that tanks and healers get them more often, I don't think that's such a bad thing, nor something that needs to be fixed. You see, we lack many tanks and healers in the queues more often than not. We're not often short of dps classes (though I've been there!). Just being thankful that the tank exists in order to allow the roulette to happen is often enough.

I appreciate the feed back. I play as a whm most of the time and average about 2 commends on 4 man content, about the same on 8 person. My vote is almost always going to a tank, even when dps have done an excellent job. I just feel obligated to commend the guy I've had targeted 90% of the time. As was mentioned, a lot of the time people just leave as soon as the dungeon is done, and commendations are an afterthought. If an immediate reward was handed out based on the number of commendations I think it would also cause some people to conduct themselves in a more positive manner. This second part is critical, as anything that helps build a better community will ultimately benefit this game.
Personally, I find that the commendation system is too 'broken' to take seriously. If they wanted to address that, it would need a drastic overhaul.
That said, I think it's not supposed to be taken seriously. It's a fun little extra added to the game.
I find that I get the most commendations on my DPS than my heals/tank now. Somehow in the expansion things just did a complete change for me. I also find that if I play 'really well' on my SCH, I am less likely to get commendations. i.e. If I DPS a lot and no one dies, 0 commendations. If 4 deaths happen and I just sit there mostly afk (not literally, but mentally, i.e. watching Netflix), but keep the tank topped up, then I'll get 2-3 commendations. I am not really sure why this is.
I've never heard this.The etiquette I was told early on is that healer tips tank, tank tips healer, and DPS tip each other. That way everybody gets a commendation. I only make an exception if someone did a particular heroic save of a failed fight - or if someone is doing a terrible job and we probably ought to have kicked them.
I usually get 2-3 per run and always wondered why. Then one day a MNK admitted I was getting commended because I DPS'd between healing. I told her it's normally a standard thing as long as the tank knows what he's doing and not dropping HP like it's a microphone. According to the MNK, she only gets a healer who DPSs 1 in every 5-6 runs on average, so it's pretty rare as of 3.0 launch.
It's nice being a healer though, as you are probably the only one in a party who can really study all the other members to see who is pulling his or her own weight. It puts you at a unique position. Because of this, I do end up commending DPS who I see using proper rotations and avoiding damage. I don't merely give it to the tank just for existing. Peeps have to prove themselves to get my vote of confidence.
It's hard to tell sometimes who should get it sometimes.
Unless someone really goes and does something that makes a difference.
I also notice. by Thursday. People got their bonus so there is a lot less given out.
There should be 3 categories for commendations.
