

It depends on the state (number of stacks) and the difficulty of the craft. Generally speaking, in two star crafting Ingenuity II is slightly better than Innovation. While in three star crafting Innovation is notably better than Ingenuity II.

I've always been told that Ingenuity II becomes stronger the more difficult the craft. If thats the case then why would it be slightly better in a 2star vs. 3star?

This is a common misconception. Ingenuity's effectiveness actually gets strong as the craft gets easier but because you no longer need it (after X effectiveness) BUT because easier crafts don't need Ingenuity the perception is the skill is "stronger" as things get more difficult. Statically this is NOT true. But practically speaking this is initially true as you reach the point where crafting might actually require Ingenuity, you are more likely to find it useful (than lower crafts, even though its more effective).
