    Steps:
    1. Become a Lv 45 Black Mage.
    2. View and complete the quest "The Voidgate Breathes Gloomy". The quest rewards are that of Lv 50 BLM Gear Set that you can't wear yet. It is obtainable along with Manawall, a skill not listed in the rewards.

    That's not a bug. Heavensward added the i90 "Vintage" gear as rewards so that new players can quickly be geared once they get 50. So they reward them with those whenever you do the quests to get the 45/50 artifact gear
