Or just remove them completely. They do a poor job at preventing class stacking. You don't stack classes so your loot can spread out. Or you need strong aoe/single target.
Balance classes properly and people won't stack classes. SE actually balances very well, therefore there is literally no reason for this party buff system.

I was posting from my phone, and I didn't have the chance to read over what I wrote because of how clunky the app is.
By "they" I meant the party buffs, not SE. I'm sorry.
Let me rephrase what I originally meant to say. The Party buffs are in place to prevent class stacking. With the way loot works in the game (class specific drops, for the most part), you would be providing a massive disservice by stacking more than one classes. Even if you bring, say, 4 summoners to A2, 3 of the 4 summoners will be 10+ ilvls behind in gear. A single target dps class with 10 ilvls on a summoner, will do more AOE.
Class balance is pretty tight in ffxiv, therefore there is NO REASON to stack classes, making the party buff system completely unnecessary.
Is that better? Also feel free to remove the stick from your ass.
