I was discussing this earlier but perhaps they're dropped by things that eat boars or humanoids? D:

Zam still says they're dropped by boars in Coerthas and the Shroud. No idea if they still do though. ): This is a shame.

Certain hogs do drop boar hides. Look around north of Emerald Moss.
