and like you said, new jobs can't get zeta, so that would suck, if they can't benefit from it.
maybe it's like more from the quest/story, so the relevant NPCs can get to work on the wep, right away, instead of *getting them up to date*
but the step, is probably not a big deal anyway, so it probably won't matter much.

Maybe for the achievement it might make sense.
But they usually like tie things to lore and achievements are more meta.

I don't think it's a big deal if you switch to a new Job and you have to go into the relic quest fresh because you're playing a Job that doesn't have the same history the others do.
They already said the new relic won't be as grindy as the old one was.
Not sure I entirely believe them, but the way it sounds it's going to be a minor convenience.
