What does everyone think about those AST buffs?

Oh man, I didn't know with Synastry I could double heal the main tank... This is... very very nice.

Is this the case? The way I read it is that healing any other party member gave the Synastry'd person 40% heal. Does it in fact give the tank the bonus as well if you heal the tank?
