the thing you are missing here, is they dont want to outlaw power leveling, they just wanted to change its form. The point is they dont want to get to crazy and limit everyone too much. They figure power leveling really isnt that bad a thing, and in all honesty it isnt, its not required, it now requires a complete sacrifice on the part of the powerleveler. Lets be honest, ffxi was full of powerlevels, it was just a cure and buff style of pl, and now, its even easier.

Basically if you want to zoom through levels to cap, and you got the people to support you, they wont stop you, fact though is, someone is going to have to give up hours of their time to help you, because in the new system they get nothing for it, exp, items, spiritbond, nothing. And if you got a party of 7 people why not actually you know, kill stuff, even if you wanted fast exp, it would be faster if they just killed on their own with the person helping them for faster kills. your still going to run out of spawns anywhere but beast strongholds anyhow.

really its fine, there will always be some means of pling in a game, its foolish to go to far trying to stop it in every form. Even without current PLING a powerful ls, or rich friend can just lend one lancer a 4 materia slotted low level set, and he can murder whole rooms on his own easily. people can cure spam from outside pt, weaken monsters and run them till they lose agro, the list goes on.

The no claim system is made with open world large events in mind, specifically i think they said hamlet defense. i think you will have to wait for that to see the complete picture on claiming.
