The whole idea here is to let people use their level 50 status to help get their friends to 50 so they can join them in endgame faster. Yes, he did say the XP would be lowered, but obviously not to the extent that you seem to be claiming it should be. You've penciled in a whole lot of opinion into what you've claimed Yoshida has said about it, and it's not even close.
The intention of powerleveling is pretty clear to anyone who can read.

That's a tough job, to speak to an angry mob on a variety of topics.
So stop using what he said in the live interview as a decree of law. Powerleveling is, in fact, outrageous and broken. It needs to be fixed.
