Allow me to provide a counter-example with another MMO: City of Heroes.

For the vast majority of its' lifespan, it has not had an endgame other than "create a new character"; only recently (in 2010) have they added something resembling an endgame. It has always had power-leveling. Recently (in 2009), they added a new system to the game that allows players to hit max level in hours. Said system allows the proper "class" (archetype and power sets) to self-PL to max level in approximately seven hours; sometimes faster.

City of Heroes released in 2004. Its' still going, still populated and still profitable.

Just to reference one such game that tolerates, if not necessarily encourages, rapid power-leveling. FFXIV would love such a long-term paying population.
