As far as I know the only mention of the "training palace" was on a third party blog. If it's happening, it hasn't been made official.

Since I don't remember well where I have read it, it's quite possible of that being the case. Nevertheless, It would be very nice to have an area were you could train your DPS in sessions without having to wait for long cooldowns (including potions) to come back so you can continue to get the hang of your rotation.

Status of the Beginner Hall

The Beginner Hall (tentative name), is essentially a training mode. We’re currently in the midst of fleshing out what kind of training would work for each job and the training regime. We don’t expect to make it in time for Patch 3.1, but we would like to implement it in the subsequent patch.
