Well, I'm very glad that you are in a FC that has enough people to access this content. Clearly you are one of those that take the view that if you personally have access to content, then it doesn't matter if anyone else is barred.So you think the devs should instead create things only for the lowest common denominator?
My FC has a house but no FC airship, there are also literally 4 of us in the FC.
We decided, upon hearing the news about the Airship stuff, that we would put forth the effort to make our Airship so we could do this stuff.
That's not exclusion, that's giving you a godsdamned goal in the game that isn't capping currencies and buying loot.
You want to do Airship exploration? Well hot damn, maybe you should put forth the effort to get a house and then build an Airship with your friends!
And please don't spin the crap about "i dont have enough people in my FC to make an airship!" because you can invite other people in to meet the player requirements. Hell, i see it all the time in PF.
Its not as if the Devs are telling you that unless you are in an FC with an Airship right this very instant you will never ever be able to enjoy Airship Exploration. Hell, its right there on the bloody description of the system that those without an Airship can use the Ishgardian ones to do it! You don't even need your own airship!

When Chocobo raising / dying was released and restricted to FC's with housing, I went out and formed a FC, raised it to level 5 and earned the gil myself to buy the plot. So, I'm very familiar with setting and achieving goals. There are many players who also set themselves a goal to raise enough gil to buy a personal house. They are also familiar with setting and achieving goals.
There are also many people currently in the game that have a goal of obtaining a personal house and accessing the content that goes with it but they are barred from that content due to poor planning by SE.
I'm also glad that you see party invites to FC crafting "all the time" in the PF. I have never, ever seen a single one. Again, there is no benefit for anyone to join such a party other than the leader.

join larger FC then... why bother staying in an FC with 3-4 active members? how many housing wards they need to create for hundreds of small FCs that don't even have 10 people online at the same time?
This screams balance issues.
I propose FC ships should have the high probability to crash / explode unless they take players through Roulettes/Finders

As an aside, I would have liked it were airship building made available on an individual level. I miss the hired merc/han solo-esque privateer that other flight/space based MMOs have ^^
You do know that you can obtain all mats on your own as well... right?Great, airship price and airship materials gonna sky rocket even more. It's already hard trying to gather and buying the materials for the airship, now it gonna be even harder. Can't they atleast wait until the patch is near to released this information? I thought SE already learn in the pass already that it will kill the economy and market board by releasing information too soon before the update happens.

Well, the FC I'm in is one that I personally made. I don't think I should be expected to abandon that FC to join another only to be subjugated by that FC leader feeding himself and his cronies off the backs of the membership. I know that not all FCs are this way but I've experienced too many of them like that to want to go that route again.
As far as how many wards they would need, the answer is zero. When they first talked about personal housing, the impression was clear that this would be separate from the FC housing wards - more access, cheaper, etc. They then took the easy way out and just added personal housing to the already existing wards - a disaster born of their reluctance to invest in the required development and/or server resources to implement any other way.
Housing for personal housing could have been done in a more instanced fashion without all the 'neighborhood" features of the wards. This would also have provided more plots for FC housing in the existing wards.
Workshops can also be done less exclusionary while still providing advantages to larger FC's that have the membership. This is, in fact, the way that they implemented gardening. Small FC's would normally own a small house and were restricted to only a single plot. Larger FC's were able to have more garden plots on their larger estates. This makes sense as they were serving (usually) more people. You could limit the number of airships out on ventures based on the size of the house. No need to cut off FC's below a certain threshold of membership. Personal housing could (and should) also have access.
