I'm pretty sure we're getting both. When he mentioned the pilotwings minigame, he also mentioned a new major minigame that would be revealed at the 14-hour livestream

This is kind of cool. I'd rather there be an in game Final Fantasy Tactics with jobs, npc character, retainers, and zone maps and some story progression thrown in. Perhaps exploring lore deeper.
