I'd heard that it was to ensure public areas remain populated by not having crafters hide away in a private inn room while crafting. It was a long time ago that I heard that, though, and now can't remember whether it was based on an actual statement from SE or just widespread assumptions by players. In either case, the later addition of personal housing kind of blew away that reasoning anyway, since many of us now do have another private area where we can craft.

If it, to any extent, was due to a desire to keep crafting (or at least a lot of it) in open public areas, then I wish they hadn't extended it to related actions like repairs, glamour, etc. If I try to put something in the armoire and get the error that I can't because it needs to be repaired first, it'd be nice to be able to just repair it then and there and then put it away. Or if I'm getting an item out to glamour my latest piece with it, I'd like to be able to pick up the glamour item from the armoire, glamour its appearance to my new item, then put the original away again. If we could do those kind of things within the Inn room, that would be a good improvement, even if we still need to leave to do actual crafting.
