They made it so you can't buy them a 2nd time, and I just checked with the guy in Mor Dhona...
If you try to buy a tome you already have, even without the items to turn in, it tells you "Unable to complete transaction. You cannot carry more than one of this untradeable item." So the problem is mostly already solved.
How hard would it be to change the Tome's buying function to act like the Card selling function in TT? I know that it shows checkmarks to tell you if you already have a card or not when your selling them.
A tip that can serve you until they implement a better solution:
For mastercraft tomes in MorDhona, you can attempt to buy them even without the proper items in your bags. You'll get a different error message if you have insufficient materials (Don't own book) or if you already have a copy of the book.
You don't need to craft anything ahead of time to see which ones you're missing. Jot them down on a post-it (tm) and scratch them off the list as you acquire them.

One of the most simplest solutions I can think of for this is to rework the Search for Items function to display exactly if an item is claimed, instead of only searching for amounts through player and retainer inventories alone.
For instance, it could display the following:
Searching for <item> in player, retainer and companion profiles:
(quantity) found in (tab no.) of your inventory.
(quantity) found in (tab no.) of (retainer)'s inventory.
(quantity) found in (section) of your Armoury Chest.
(quantity) claimed in (tab no.) of your Mount Guide.
(quantity) claimed in (tab no.) of your Minion Guide.
(quantity) claimed in Appearance of (companion)'s inventory.
(quantity) claimed in (tab name) of your Crafting Log.
(quantity) claimed in (tab name) of your Gathering Log.
That way, players have more of an idea where a certain item is, outside of something with a stack size parameter.
