Moogle Extreme quest issue

So I've been playing catch-up and finally getting around to doing my Extreme Primals, however I just finished Ifrit EX, got my Rowena tokens and such,r when I go to Urianger, the quest "The King Lives" is marked as completed in my journal, yet I have no achievement or memory of completing it.

I've completed Leviathan EX in the past when it was relevant, but not Moogle. I have completed the MSQ as well, so according to many sources, I should be able to get the quest (I abandoned it a long time ago, did the same with Garuda, but was able to get the quest again recently). I would also like to mention that I can't get the quest for Ramuh EX either, which I should be able to get if I had completed both Moogle EX and Leviathan like the game says

Am I missing something? Or is this a bug?

The Mog Ex and Levi Ex quests were simply unlock quests and did not require you to actually do the fights to complete them.
You should have Thornmarch Extreme available in your DF now and need to beat it to unlock the Ramuh quest.
