Why does my FPS drop so low during Cutscenes?

It really kicks me out of the mood during important cutscenes, and I'm wondering why this happens? My machine has no problem handling the game anywhere else, it's just in random cutscenes.

go to ffxiv config and check the box

"Disable cutscene effects"

It's currently at highest, but you say you found a fix making it higher?

What are cutscenes effects exactly? What would I be missing by doing that?

I had this exact problem, also when people teleported around me. I went into settings, graphics tab, and changed texture filtering from low to standard. Fixed the issue. Might want to try that.
