MSQ : Tataru's Surprise unlock issue

from what I have found in the forum and google
after finishing Tataru's Surprise should have unlock a series of 57 side quests in Dravanian Forelands
but even I m now at MSQ Heavensward, I still couldnt see any 57 quests in that map
and even the NPC Hervoix are missing in that map
do I have to do specific side quests to unlock it?
but after googling, it should be unlock after Tataru's Surprise

Those sidequests also require you to do some earlier sidequests in the area before they are unlocked
