if they would actually display text on the weapon saying: this weapon requires a pvp rank of 45 to equip on the weapon description, i wouldn't have bothered wasting my time queuing for the roulette.

It actually does display that tooltip in the item window. Also when purchasing, you get a pop up asking if you're sure you want to buy this if you cannot currently equip. Read more.
