Make threads... Here is one place to start, there's also a forum somewhere geared towards XIV RPers (don't have the URL off hand, google should get you there quickly though). In game, advertise and run RP events.

That said, do be warned it isn't easy. One advantage to a server with an existing RP base is you can go just about anywhere and casually RP with quite a few people at random.
