Sadly there are no officially designated RP servers in this game, however, Balmung has become the de facto RP server by the community, and thus is the best server to choose if you want to RP. Having said that, it is also the most heavily populated server, so it's almost always locked to new characters being created there and server transfers.

Don't be discouraged though! If you transfer your character at a quiet time (like, early morning US time), you should be able to transfer to Balmung without too many troubles - I managed to transfer there myself from my original server (Ridill) at the end of last year, so I know it is possible.
