In that case, why didn't the Coils come back with the "original" difficulty?
My question to you is how many people even bother with "The Ultimate Ballad" aka Ultima HM? because that is the closet comparison to what you are asking for.
Not to mention if they did add it, it would get throw in with ultima and odin and not be included in the roulette so would have a very small player base wanting to do it on a regular basis.
Even if it dropped accessories because I don't see them wasting time making armour sets or weapons it will become irrelevant stupidly quickly as more ways of getting gear are introduced each patch and the highest possible ilvl goes up, leaving only the few who want an achievement which they'd get in one clear.
They'd also need to retune it because who is going to sync down to 50 for this? and the fact most people who "would" run this already beat it before the nerf, why would they even bother if nothing changed?

Do you honestly think no1 did the ultimate ballad? And your numbers argument is invalid. Even if only 25% of the people playing the game would enjoy content like that. Do you really want to see that 25% start unsubbing because there's nothing appealing to them in the game?
I'm sure it wouldnt be hard to tune it for level 60.
EDIT: It's perfectly ok to add content that not necessarily 100% of the people would enjoy. Otherwise Gold Saucer wouldn't even exist.

Oh I know they did it, how many do it now though? It wasn't very long lasting content compared to the other hard mode content was my point. So 25% of the player base is going to unsub because they don't get one hard mode of a story trial most people seemingly don't even want to run the easy version of and they will stop running once they get their accessory or more likely their title just to say that they beat the "hard" version?
In terms of level 60 they still need to rebalance it around the new skills on top of the increased stats and damage output from our higher level gear, its not super hard no, but its still more work that just grabbing the old version and adding it back in the game like the OP was suggesting.
If they wanted to do it justice it needs new mechanics as well like all the other hard modes do.
Lots of people wanted gold saucer though, it just wasn't implemented well.

The rewards would have to be pretty insane. People don't even like running SoF as it is now. Bringing back the OG version would require one hell of an incentive.
No one is saying no had one done the content. We're saying no one is gonna do it NOW because there's no incentive to go back and play content that was released after 2.0. Look at Savage Coil, too. People wanted a harder Coil, but even less people attempted it because it was basically fighting a mountain just for a title. Heck, even normal Coil wasn't enjoyed by the majority and most people resorted to using Youtube just to see the story. Steps of Faith is outdated content now and there is zero incentive to go back and do it again. Any rewards given now are going to be trash unless it's yet ANOTHER skittle colored pony.
Sure, but they would have to make it harder than it was, since the original Steps was piss as well.
As someone who has never cleared Steps trial pre-nerf, I would also like to try at least once the original, so I'd know the hardship my fellow warriors of light experienced.
I played just a month ago, so pretty much everything is post-nerf phase.
