I think they mean like a glamour but for effects as opposed to making gear look different. Nothing what so ever to do with taking away from your ability to perform your job's abilities in combat.
As for making sense... I could go down a list of a hundred things that don't make sense in Eorzea. But it's a fantasy game.


Anyway...

It's a cool idea. It would be really cool as a glamour for effects. I just don't see it happening on reason of resources. If particle effects were something that could just be "swapped out" in this game sure. But I don't think they are and would likely require the reworking of pretty much every skill in the game for each job, for as many times as there are jobs at any given point. Not to mention things like re-texturing for pets (i.e. dark faeries).

We've seen people complaining about the concept of giving Summoners an egi-glamour system and that's just one class making new models and textures for a handful of new pets. Imagine every class, every spell and ability, retextured or recolored... It's just not feasible.
