This is very true, and I see it all the time in EVE Online. PvE setups never win against PvP setups. Eve Online solved the problem (mostly) by making only certain zones player conquerable and PvP'able. There were MANY zones where you were relatively safe. I say relatively because although you could engage someone in PvP there, if you did so you were attacked and destroyed by NPC players. Furthermore, if you attacked enough players in "safe" zones you would eventually be unable to even enter those zones without being immediately blown up by NPC's unless you spent alot of time doing quests and killing NPC's to increase your standing.

The PvP in that game is actually very well done in concept. Having the player controlled zones, and safe zones is a good way to go. By even entering the player controlled zones you are consenting to PvP, and it even gives you a message to that effect when you try to enter one. The main focus of that game was PvP though, it may not work the same way in a game built for PvE like this one is.

However, It could be done almost exactly the same and work. How would you like to see a shitload of Lala'fel NPC slaughtering a rank 50 greifer who just attacked a rank 5 player outside of Gridania for example? Fun times.
