Can Claws of the Beast be a ring slot instead of a hand slot? I want to see claws even when i'm wearing gloves that expose my fingers.

Should be dyable as well.

There are just tons of gloves that expose fingers, nails should come out regardless of clipping for these.

I think you misunderstood the OP's issue. Glamming Claws of the Beast uses your glove/hand slot, so you cannot have the appearance of any other gloves. Adding this as a ring slot instead of the hand slot would permit them to be visible even while wearing fingerless gloves.

For that matter, what would happen if it was glamoured on both rings?

Can make it right ring only. No accessory is dyeable, this would be a unique one.

There might be an issue with the coding with this. While such a change would be nice, the practicality of actually getting the game engine to use an accessory for a glamour to both hands and making it dyeable might require a lot of actual work and for such a minor thing it might not be worth the amount of time required to get it to work.
