Black Mage

- Allow Blizzard IV and Fire IV to be cast any time (no enochian or astral/umbral), but have them cast at a reduced potency (i.e. 190) when enochian is not active.

- Increase the number of full potency targets on Flare to three, with reduced damage starting on the fourth target and beyond.
