The reasons why it happens are simple:It seems to me that when someone throws out a new idea for a job or class, spends a great deal of time fleshing out their idea, and obviously worked really hard on it, they should be given constructive criticism. Instead, all I see are people saying,
"Terrible"
"This idea sucks"
"This will never happen because reasons"
Way to discourage the creative mind, people. If you don't have something nice to say, don't say it at all.
1- MMO forums are notorious for being bad places for constructive discussions.
2- Because people tend to have varying opinions of what X Job should play like/be in theme.

Everyone has their idea for what the next class/race/whatever should be. That's fine. That being said, some of them really are pretty stupid. Some are thought out, but others border on a fanboy level of obsession for something that doesn't even belong in a Final Fantasy, and of course, it's usually overpowered beyond compare. That's fine, too. Those things will NEVER happen, and shouldn't. Some people just aren't tactful enough to see something very stupid, and tell them "That's stupid", while being polite about it. That being said, I'm one of those waiting for the day I can play my favorite class/race combo. Something they've actually teased about a couple times, with concept art of the race, and casual mentioning of said class being a favorite.

I think a golem with a choice of different colored skin, and a wood golem for women. My fiance came up with this idea. Square enix is going to do what they wanna do but that's what the forums is for is to suggest ideas. Like everyone is saying, everyone has their own idea and when ppl don't agree with what they posted they get defensive, sometimes that happens to me, but everyone has their own opinion. There is a difference between giving an opinion and being mean or just simply saying that doesnt sound good. Wait. People actually honestly think a tank Dancer would ever be a thing? I mean, I suppose they're doing some weird thinking based on the way XIV seems to invert XI's jobs. Which is rather amusing, considering that NIN was a DPS style class in the very first FF, not a tank, and a DRK was considered somewhat tanky. Cecil, after all, was the one taking all those hits to the face, even before becoming a PLD. That being said, though... DNC tank? God no.
Any suggestion at all on these forums is met with people trolling the topic and calling the OP names.

Their ideas sound great in their mind, but have awful results when executed. Game design, class design, etc. isn't as easy as, "Let me post my thoughts that took the span of 20 minutes at most."
You're not just balancing the class, you have to balance it across EVERYTHING in the game that that class interacts with. That includes other classes, the different types of skills that people have (from the noob to the hardcore min/max player), to the lowest level mob to the hardest hitting final boss a few patches from now.

Of course the jobs might not actually be considered by the devs. That doesn't mean that other forum posters should shoot down ideas just because they're being thrown out there.People need to know the harsh reality.

Because 90% of these "ideas" are completely broken or off the wall and have absolutely no chance of ever being viable.
