Technically, he didn't. At the time, it was our best guess, but going off what he's said in more recent interviews, I believe he was actually referring to the addition of new FC airship content in 3.1 as our clue to the new 24 man raid.

The UFO is likely to be a part of the upcoming MSQ, in that case.
