Will there be any free transfer service following EU Datacenter migration?

The reason I ask (after not having found it amongst interviews) is that I and a few friends played on a NA server as all EU ones were locked during early access for 2.0 by the time we created our characters. When we were offered free transfers following 2.0 release we stayed put because there would be no difference in ping so had no reason to move. However, now that EU are migrating, there is a chance that the ping will be reduced or even halved, and we feel like we have been penalised for accepting to play on a NA server.
I have made many NA and AUS friends while playing on migardsormr but myself and my freinds now prefer to cut our ping and find people who play closer to our own timezone so that we can enjoy PvP and 8-man/24-man raids.

Edit: to note, would even accept to transfer to the smaller / less populated servers
