FFXIV should not have country locked items. Its a spot in the database that could be used for EVERYONE.

The China and KR versions are both on different servers/providers...
I believe the reason why they're getting these are due to country restrictions (such as Gold Saucer) and it being late to the party. (They're starting on 2.2, guys. It's probably just an incentive).
