Balmung is pretty good. It is the unofficial RP legacy server, after all.

I think the RMT is a great deal of the reason why it's so non-social. People won't talk to each other if anything they say is going to be flooded out by spam or not seen at all due to so many people turning their chat off.
I have occasionally talked to other players through /tell or /shout, and it really helps to make the game seem more welcoming and friendly, but you're right that it doesn't come up very often. I blame the RMT spammers (and SE for allowing all that spam through) for the fact that we see so little of it.

I've had some nice interactions with people that pm'ed me to compliment my character/glamour, ask how I got my Kirin mount, or tell me that they think my chocobo is funny. I've seen and/or participated in some pretty fun shout conversations as well. Quite honestly though, I got so tired of the RMT tell spam that I installed Guildworks for the sole purpose of blocking it. I'm really glad trial accounts can't send friend requests anymore. That was a great move on SE's part; I haven't had a friend request from RMT since 3.0 rolled out.
There are a few people on my server I dislike for various reasons, but I just blacklist and move on.

Sadly, DF has a hand in making it less social too :/ Since people figure "Oh, I won't see them again, no point in talking" and most use it to get through content, so then they never do things with people on their server. Not to mention XIV kinda encourages people to not be social too (solo story/job quest instances, solo queueing for expert is faster than queueing with 1 other person)I think the RMT is a great deal of the reason why it's so non-social. I had an RMT message during the first day of the event... however that was essentially the first message I had got in MONTHS on Lich.
And since HW I've gotten a total of 0 friend requests from RMT.
Overall I also really like this community...sure there are always the bad eggs and of course a few disagreements here and there but overall my experience has been very positive.
