bug: Unable to accept "Waking the Spirit" quest from F'hobhas

Blacksmith/18, Goldsmith/18, Leather worker/22, Weaver/19. I tried all of these jobs.

I used to be Physical Level 50.

Detailed steps on how the issue occurred.

After accepting the quest 'Risky Business', I traveled to this area, completed the quest, then talked to F'hobhas. (At this time I was active as a Level 18 Conjurer). After several failed attempts to access the quest, I changed jobs to weaver 18, and tried again with no success. I then changed jobs to Carpenter 22, no success.. at this time, I Spoke with Kokosamu and Synbroes, I accepted each of their quests, and completed the one for Kokosamu as a Fisher 30. I then changed jobs to leatherworker 24 and spoke with F'hobhas.. No Success.. at this time, I began searching Lodestone for the same problem and found one simillar issue. I then changed to carpenter again, spoke with F'hobhas and failed again. So I used the Return function to go to Nanawa Mines.. at this point I logged out of the game, shut down FFXIV completely, then logged back in,... I ran back to F'hobhas as carpenter and tried again.. same results, I went thru all of my Disciplines of Hand jobs trying to talk to her.. NONE WORKED.
