Cannot accept Waking the Spirit as r18+ DoH

A bug wherein players who logged out as a Disciple of the Hand class prior to patch 1.19 and have since not changed to a class of another Discipline are unable to affix materia to items.

Please change to any class of another Discipline and then back to your Disciple of the Hand class to rectify this issue.

I've tried the method above and there's no success.

Attempts:
Switching to DoW/DoM/DoL forth and back to Carpenter, Goldsmith, Weaver
all ranks are above 18

Steps:
Tried to accept the quest "Waking the Spirit" from the said NPC, it gives me dialogues as if I'm not using a DoH class or I have not reach the requirement (R18+).

I was aware of the bugs section in 1.19 patch notes and tried to switch my class to other disciplines like DoW and DoL. I still cannot accept the quest from the NPC.

I also tried to disconnect and login again, doesn't help.

I left my FF14 running until server was going down for upgrading to 1.19 with a DoH class.
