Where do I get new equipment?

Hi.
Obviously I am new to the game, and have now reached level 11 on my toon. Since my enemies are now having a blast throwing me around all the time, I would love some new equipment - but I did what the game suggested when I created my toon, and selected a low populated server.

Problem is now, that no traders (the few there are) bother making low level things I can use, and from what I can see, the NPC traders only carry level 1 equipment.

Do I really have to train up mining skill to get ore - then blacksmithing to and so on, just to get a new low level weapon? - or what have I missed?

There are NPCs carrying higher level equipment, but with the recent patch the usual references (like ffxiv.yg.com) are not current. There are also ongoing issues with the wards due to the increase in population with the recent patch, so the market wards are empty for the time being. Also, all the commerce happens in the Ul'dah wards at the moment, but with airship travel available, that may change.

If you're trying to look something up, the best place would be the recent patch notes for the immediate future.

My advice, knowing nothing else about your situation, would be to shot in Ul'dah for help. Likely you will get a response, and possibly, pick up a Linkshell (or guild) that will help answer your questions in real time.

You can also check the Wards of in your city.

In the Battlecraft (or Spellcraft) wards, there is an NPC vendor in the middle that sells rank 5~15ish weapons. In the Lower Tailors' wards, you will find similar items.

Actually, it seems they've put NPCs selling a variety of gear in the Adventurer's Guild, so you might give that a try. If you need gil, the main scenario quest offers good rewards.
