    Because the bulk of the problems have been tied to things your ISP and their peering partners need to address, not something SE can fix.

    It is basically what has been at the heart of things like the Net Neutrality and Open Internet debates that have been going on for the last 5-10 years.

    To gain a better grasp of the situation, go through the blog series from Level3 about the Open Internet. They started in March of 2014 with the "Chicken" post here:

    There is a lot more info out there (including technical white papers and formal documents filed with the FCC and such over the last decade), but for the most part these articles are fairly short and get right to the point, sometimes providing simple, clear examples for people to follow and get a better grasp of the situation. Our infrastructure in general is a mess... and the ISP's need to clean it up.
