I really didn't knew that, and to be fair, I think it's a bit weird. There aren't that many voiced cutscenes anyways, don't really see much reason to not dub them on all languages.

That's weird. I think the language should japanese if it is sold in Japan, german for Germany. No reason to have it all english
P.S. They are speaking with an England english. Maybe they just wanted to give it an Old English feel like Robin Hood or King Arthur

That is awful... (Not your english. Referring to the NPCs).
If it's any consolation, I don't even think the NPCs are speaking english either. I talk to NPCs in Limsa Lominsa, and I can't understand wtf they are saying. They're all talking like drunken sailors or something.
It would just cost too much to voice it in all 4 languages and theres English speaking players in several regions. The game could do without the voices at all to be honest though.
